Of course he will sell. If he thought that was going to be at today's price, he would not have taken shares at today's price. The only reason he would take shares now is that he thinks he will be able to sell them later at a higher price - the same bottom line reason anyone would buy any stock at any point in time.
For all practical purposes, this is an insider buy of 1.33x million shares at .15. That is good news, despite your attempts to spin it otherwise.
I certainly don't mind investing alongside the CEO at 15 cents. I wish more of my stocks offered me the opportunity to buy at the same price at which the CEO has recently put $200K into the company.
