HDG, businesses have far too much at stake to second guess the decisions made by the USPTO. Remarkably, even rapists are offorded protections through statutes of limitations. How long a period to protect patent holders? What's a reasonable time to file paperwork for proper consideration vs consideration after companies have vested enormous value upon the patent they earned legally. I'm for small gov't, but this is an area where the gov't should take a stronger stance.
