I don't think this just a loan. Adding 2 seats to the board and considering their plans for acquisitions in 2020 this maybe the start of something else. They plan to be global next year. Are they looking at the IVITF Germany deal?

They are planning to have $300 million(Ca/US ?) in revenue at some point in near future.
