That could be true. When they substantially completed Ph 111 four months ago and applied for the amendment, one would have thought it was pretty much done then. I think the money to "finish" is just for finishing touches.
Pete on y*hoo board figures that today's PR is wrong re: the money being required to finish Ph 111 "West Wing". He says it should read the "East wing" as the West wing is the one that the amendment was applied for. That would explain the money now being used for the unfinished side of the building and so we are currently waiting for the HC amendment for the West wing only. The East would be applied for when it's finished.
