One would have to differentiate between OTC tickers that are SEC registered like DBMM and not SEC registered tickers. If an SEC registered ticker like DBMM gets SEC suspended its automatic to OTC CE/greys and matched trades only(no public bids/asks). IF the OTC elects to place a CE/grey sheet designation on a non SEC registered ticker that ticker will still be tradeable with public bids/asks.
