Thanks for attempting an explanation..I am only and MIT and Harvard Med grad..and I assure you I am incapable of understanding this giberish..

My son explains that Medicare is a "Complexology" an organization which is purposely designed to be impossible to understand...Other examples are internet and TV plans..This is to make sure you can be screwed no matter how smart you are..

So maybe this is just the mysterious "donut hole" only comparable to the famous Black Holes where you are crushed by a billion billion pounds of pressure and you come out of the other side and you are Bill Gates.
