That post is just some sort of acknowledgement that market makers control this stock. Yesterday's paint job, taking the stock from .0004 to.0006 within the last ten minutes of trading is a pretty solid indicator that:
a. MMs are running the show on this
b. someone needs share price elevated over the coming days or weeks - very likely for debt conversions.

I would expect the price to continue getting propped up over the short term, then we'll see a very nasty dive as those debts get converted and plowed into the OS.
