Omit some and you can make it say anything. The 10k says initiate FINAL detailed engineering. FINAL detailed engineering is primarily prepare, cross check, approve, and issue drawings. Despite the name engineering, it is done primarily by draftsmen. Before that process engineers do a considerable amount of detailed engineering that provides the data needed to make these drawings. “Initiate final detailed engineering” does not mean no detailed engineering has taken place. A lot of the data in the air permit application came from detailed engineering. Scott has said publicly that they have to complete a lot of engineering in order to file the application. Design and engineering is often an iterative process. The LAST step in that process is FINAL detailed engineering.
