Despite the name engineering, it is done primarily by draftsmen. Before that process engineers do a considerable amount of detailed engineering that provides the data needed to make these drawings. “Initiate final detailed engineering” does not mean no detailed engineering has taken place. A lot of the data in the air permit application came from detailed engineering. Scott has said publicly that they have to complete a lot of engineering in order to file the application. Design and engineering is often an iterative process. The LAST step in that process is FINAL detailed engineering.
