I bailed from my BIPH long ago but am following out of curiosity.

Brokers are not allowed to "solicit" buyers for grey sheet stocks. Publishing a quote on L2 meets the broad legal definition of soliciting buyers, so I believe this is why we see no L2 on grey sheet stocks. It is not a matter of L2 "not working", but simply that there is no data.
