Who would be motivated to make such submission? And to what end?

To protect consumers from using a product that has minimal side effects acompared to drugs advertised on TV? That is hardly believable.

I think the motivation and the entities behind it are painfully obvious.

More unbelievable is that it could achieve its desired effect.

Let's hope not.
