Intel has D1X which is a 200k sq. ft. clean room already being outfitted with EUV. Right behind that is fab 42, in Chandler AZ.

One of the reasons I believe Intel pushed the envelope so far on 10nm is many factories end life at that node; as you point out, they are not EUV capable.
