I think 7nm ramp is limited by the availability of EUV steppers.

Why do you think this is the case? EUV steppers can only be had from ASML and from what I have read, they require very big clean rooms which are expensive and this essentially means that, for EUV, the industry has to build new fabs instead of upgrading existing ones.

To put it differently: Without new fabs they won't get the required production capacity.

You can be sure though that there is a lot more needed than just placing EUV steppers in your clean room to make 7nm production work.
