There are 5 or 6 different reasons why the OTC could apply a CE to a ticker. In the case of SOLI it was because of an SEC suspension. There are many tickers on the greys that have an OTC CE designation that were not suspended by the SEC but they are still tradeable with bids/asks.
There are over 6000 tickers on the greys only about 700 have the OTC CE designation.
