There's been a few mergers lately
MGHL shell
"On June 18, 2019, Morgan Group Holding Co. (“Morgan”) issued a press release which announced an agreement in principle with Associated Capital Group (“AC”, NYSE:AC), to acquire a subsidiary of AC, G.Research, LLC. Under the proposed terms, Morgan will acquire G.Research for 50,000,000 shares of Morgan’s common stock (“Transaction”)

Those 50,000,000 will be newly issued and the outstanding share count at MGHL is going to go from 4,859,055 to 54,859,055 if the deal closes.

RLBY shell today brought in a company. O/S increasing appropriately
"It is expected that the Merger Consideration will be comprised of approximately 282,000,000 shares of Reliability Common Stock."

Share count at RLBY is currently 17,268,993 so will go to 297,268,993.

In the 10Q today:
"Any acquisition, merger or business combination completed by us can be expected to have a significant dilutive effect on the percentage of shares held by our current stockholders."

So how can anything similar happen here without a large A/S increase or reverse split?
