Very simple... it’s opinion it will never trade/quote again because it’s also opinion they will never file again. There are no true facts that they will never file again which would also allow them to get approval to trade/quote again. So the only way for these opinions to become true or facts is that they never file again. Which in my opinion the will file again. If there were zero plans on doing so they would have never filed a few months ago and waste the money doing so.
