Coz it would be diluted first and then RS. They are going to dilute it like there is no tomorrow. 30-40 million shares dilution is nothing. They need the money for working capital, pay the CEO even though company is not making profit, legal fee, last but not least pay DEBT. They could also get another debt to pay previous debt
