FRAN is most definitely marginable, no problem whatsoever. However, there may be brokerages out there that define things differently. I like TDA for a number of reasons with their remaining outside of the trader's process being the foremost positive attribute.
I've got my own conscience and don't need help or interference from a broker---not when it comes to directing my own money.
