Why is it that someone can buy a block of 200,000 shares

It is my understanding that large share transactions after the close are institutions selling to other institutions.

On agreed pricing mechanisms, etc. Such as the VWAP...

So those aren't really shares that are in the open market.

If you have access to level 2, you would be able to see the quantities and price that others have for buys and sells.
