There are many different forms of ownership including ownership, a rental, a lease to own, so on and so forth, and the City planning commission has jurisdiction over all of that. The certificate of occupancy comes from the city planning department. I have developed a 7 unit attached townhome complex and worked with the City throughout the project. The CO is issued by the city after the inspection, providing the build-out meets all the requirements of the city.
