Yes and they also state that they are in hole for 18 billion + for WMI. Somehow if there were billions there would not be a deficit

The FDIC had to insert it at some time in an attempt to cover their asses IMO. I don't believe excluding such a Humongous amount of money really gives them much cover. It was very deceptive, just as the Underwriters Stipulation was and they actually go hand in hand.
