No fees are required of the issuer and the MM pay the quoting fees to use OTCLink for the trades.

That seems to me to be very odd. OTCM killed OTCBB because it did NOT charge MMs. Why would it make that mistake now? And why would it set up an "only if" fee structure?

We all know the OTCM employees who answer the phones aren't the best and the brightest. So maybe whoever TenKay talked to got some information wrong.
