Dont care how strong of a word it is. The FACTS are, there are no DTCC services for this security, they failed to file yet again and are deliquent, there exists no Form 211 because there isn't one.
This was already suspended and revoked for failure to file timely reports. It has in fact not filed for over 60 days now, it is not going to trade again.
