It might be helpful next time to provide a link that actually works. However, it's quite clear why that deliberate act was made. That reason is because it is a bogus point.
The delinquency vs. default subject is in reference to loans. Their not paying NVSOS is not about a loan. It's a simple fee to keep a business license updated.

There is no delinquency here.
