Looks to Me like it is a collective Lawsuit.

All 13 together according to this Press Release:

"On 21st September 2015, Chanbond files a lawsuit in District Court of U.S. against the 13 biggest cable MSOs in the country."

Notice it says....... "A LAWSUIT"

I agree, definitely a delay. If Chanbond had filed all the suits separately, the 13 would have complained that they weren’t filed jointly. I hope the judge sees past this game.
