You are saying two different things here. First you said the BID was 2-3 higher than the ask. If that is the case, it is very rare and it is called a crossed market. It happens sometimes but it reverts pretty quickly. I have never seen a crossed market for more than a few seconds at a time.
Then you said the ask was at .06 and the bid was at .03. That is a huge spread. Probably not a very liquid stock. You don't always have to buy it at the ask. That is only if you want a guaranteed fill. You could put an order in at the bid or in between the bid and just leave it there and see if it fills during the day.
