Actually it looks close to what I was thinking. A place for MMs & Brokers/Dealers to trade they stock, out of the direct view of the retail investor.

Pay enough money & you can see what other Brokers/Dealers have available.

In the long run, it doesn't matter since they're still in the greys. The "expert" class is a sub sector, it seems.
