I have traced the history of Quantum Dot Physical Keys back to 2015 in this paper where it mentions both Quantum Dots and Quantum Wells for providing "unclonable" keys. I don't know who first thought of the concept, or who invented something and patented it, if they did, but the fact that you can go back 4 years shows many were working on it and its public knowledge.
