Plain English:

The test kit is used to draw the blood sample and put it on a blood card.
Blood card is mailed to the Arrayit lab.
Then Arrayit uses the Allergy microarray to processes the blood sample and reports the results

I would think to build inventory is for the doctor's to have inventory. The doctors than routinely give allergy test. So it's basically replenishing and increasing inventory for the doctor's office inventory. I'm sure if the doctors like the test they give it more often increasing Arrayit's production runs.
