They could fight it like DBMM, but that one, who is now current with their financial reports, has been stuck in court for 2 years and has remained on the grey market since its suspension in 2017. DBMM is a rare case. All the other ones don't even bother responding to the SEC and they eventually get revoked. There are extremely rare cases where a revoked penny stock files (Form 10?) to go public again.
