The State doesn't operate like that. They will be supportive via tax incentives or helping speed up a permit process, but won't put taxpayer dollars into a private business.

Nebraska seed money and or grant, albeit small, combined with tax incentives could be the spark that ignites a flame. Worth a try and besides, who doesn't like free money??? Would be a great promotional piece and another feather in the cap.
