Mark could appeal to the State of NE to provide seed money or a grant

The State of Nebraska will *NEVER* provide "seed money or a grant".

The State doesn't operate like that. They will be supportive via tax incentives or helping speed up a permit process, but won't put taxpayer dollars into a private business.

Rule #1 is never lose money.

Rule #2 is never forget Rule #1.
