There are a lot more FINRA U-1 Halts on foreign stocks than there are H-10
SEC Suspension Halts so it's understandable why T3 trade resumptions for H-10 Halts can be missed....but they're there.

Watch for day 11 on todays SEC suspended stocks and you'll see T3's for each of them.

Here is a 5 year FINRA list of all T3 trade resumptions. By scrolling through one can see all of the H-10 Sec Suspension FINRA Halts receiving the T3 trade resumptions after the 10 day suspension expired.
