All 13 + 2 could declare bankruptcy, if they all have negative working capital, are insolvent, and if liquidation value is zero or less. I think Cisco is doing oki-fine, so I would not fret.

Courts will not approve bankruptcy if the parties are not insolvent and unable to pay. Besides, they would effectively wipe out shareholders and would likely never recover.
