It depends on the circumstances -- if the overhang of knowing it has to be coming, but that it is definitely needed, is out there -- then the release of getting it over propels the stock higher.
In this case, it wasn't clear it was needed (now), and there is nervousness over the signalling here. And so it's muddling here now.
