If Board of Directors meet and want to increase OS they can, but I cannot imagine why anyone would do that. Just do a key word search on articles of incorporation. 50%+ shareholder controls composition of the BOD. BOD hires executives. Executives hire managers. Managers hire employees, and so on.

Now, that we are not trading, a list of shareholders and shares can be developed. I think our best number is about 1.6B shares.
