The Ten Commandments part that is. With the exception of commandment #1 they are basic precepts to follow and easy to use in everyday life.
The problem with Atheist or people who develop personal codes of morality is that there are never any consequences for not obeying them. They seem to operate off the principal of justification and denial. No religion should not be based on fear, but fear itself does have its uses.
