There was never a “must” or commitment to pay the NWS because the word “shall” was used. Government messed up big time by using the word “shall”.

The Cship Will Be ended by ONE Word “Shall”.

A complete reversal of the NWS! BOOM ...!!!!!! $$$$$$

“Federal Rules of Civil Procedure no longer use the word "shall." Even the Supreme Court ruled that when the word "shall" appears in statutes, it means "may."”

CatBirdSeat- What will trigger nulling and voiding of the conservatorship?

Are you saying an En Banc ruling or something else?

i don't know if this word matters, but hearing it from you as a first is not a good sign to your argument

Sorry, but at anything written before 2010 the Author can To any Judge say, that "shall" means "must" or that "shall" means "maybe" if this is not defined in the writing, End of story and Goodbye !

Because the legal wording definition act is from 2010 and not before ! ! !

Now from when exactly dated is the Gov decided writing about NWS containing the wording "shall" ?

Fund and file a lawsuit.

Then maybe in 10 years (if it isn’t thrown out ), you will get to en banc hearing.
