Sorry, but at anything written before 2010 the Author can To any Judge say, that "shall" means "must" or that "shall" means "maybe" if this is not defined in the writing, End of story and Goodbye !

Because the legal wording definition act is from 2010 and not before ! ! !

Now from when exactly dated is the Gov decided writing about NWS containing the wording "shall" ?
