I will be honest with ya I'm not really sure how the 1-a offerings work and how they determine price and all that. But on the last amended offering the max shares offered was only like 560 million or something like that and it's that low cause they are expecting to get closer to .0075 for them. I think the extra 400 million that is showing up right now is 400 million of the 560 million max they can offer but I could be just way off track with how it works idk lol.. And the 3.6 million they hope to raise is the max they can get but it's not guaranteed that they will get that much. Maybe they only sell 400 million and however cash they get for it is however much cash they get
