My 3 DD sources says settlement not possible. First, I personally searched SEC cases and found NONE where SEC has settled a Section 12 (j) delinquent case. Second, I have a friend who very well knows SEC rules and procedures and he also mentioned settlement not possible for delinquent. Third - in DBMM docs, settlement was discussed only for a brief time and ended whIch means it is not an option. I hope i was able to clear that.?
