For all we know the judge wants X years worth of Qs and Ks to prove they continue filing.
It does not hurt the court to say this and come back in X years. And then the SEC is just waiting to pounce.
In this scenario the judge forces then to show their resolve on posting on time.
Do I think this is what is happening, no, but I see a lot of "whats going on???" and things like this do occasionally happen
