Biggest problem now for those holding is memories are not that short in the OTC, nobody believes a single word from this company and it doesn't matter who the CEO is. The current guy isn't any better than the previous guy as far as doing anything that is real, pumps are really really lame. Did everybody miss the part where he sold those 600M shares he had during last year's pump?
Anyhow, the other problem is the O/S is so thoroughly diluted the stock wouldn't move much with a good pump anyway. It is very very likely there'll be a RS in the future so the shell would be presentable to another endeavor.
