None of us really know
Construction will not start until after the Big F. None of us know when we will get the Big F and none of us know why it is taking this long. We do know that we don't have it yet, or at least it is NOT official. We also know that the mine design is complete which does mean that they can hire a construction contractor (rather than a design engineering company) soon after the Big F. We also know that a lot of the surface design is complete which will make it possible to hire that contractor sooner. I believe that Niocorp has hired enough good people to do what needs done by the time it needed to be done. A lot of this stuff was out of their control. I suspect (but again do not know) that they were not happy with how long SRK took on the last FS. I suspect they were not happy with how long the third party review took. The time these things took to complete may well be why they went out and found Nordmin. It does all still come down to the Big F. They can complete the surface design and file the air permit and there is not much else they can do before the Big F. Other than the guy we have on it now (Mark Smith,) I doubt there is anyone else that could be hired to speed this up. And, Mark has said several times that this is largely out of Niocorp's control. One thing I do know (rather than just suspect:) Mark is NOT happy with the amount of time this is taking. He made that quite clear in the last video.
