According to the PR, they are working on repatriating 800 mil shares back to the treasury. That is not counting the 230 mil shares he already brought back. In a previous post, Sharp mentioned that he planned on using those repatriated shares for financing. So yea, dilution without the dilution.
Regulation A+ makes it easier and cheaper for a startup to get financing. It allows non accredited investors an opportunity to get in on the financing. That's people like you and me.
