And who is to say that SHMP mgmt already eat...or give away...the best breeding pairs?

This will all come out in the wash as the TPWD harvest reports require the ID of the company that supplies the PLs. Those reports are required with EVERY harvest. And I understand that those forms are open records, accessible by the public on demand (via a letter request).
