They cannot correctly manage or optimize their own company, they are not competent enough to buy someone else. They could spend upwards of $30mil to buy someone simply by using cash plus debt. It would be the kiss of death to issue more shares for any purpose.
The float for VTSI is actually ver high. Roughly 90% of outstanding shares.
