Peter reported the plan as it was at the time he reported it. The plan was changed later by Natural Shrimp management.
Plans change in the real world. That does show that Peter was intentionally deceiving people. The company put out information saying that it had changed its plans.
An accounting of the shrimp production can be done with a sufficient degree of accuracy. It does not need to be down to the last shrimp.
