Your experience matches mine. The worst thing one can do is install a filter and then not backwash (for a media filter) or replace the elements (for a bag or cartridge filter). They are notorious amplifiers of bacteria if not maintained properly.

IF there's a high-efficiency media filter upstream of SHMPS's carbon filter, it could be possible that the carbon filter won't foul and won't require backwashing; only replacement of the carbon when it's spent. Only the media filter will require routine backwashes. If the SHMP filter shown in the photos is a combination media/carbon filter, it will definitely require backwashing.

They could drain the filter through the water treatment system. That solves the disposal of satly water. Then back flush with city water. That should be acceptable to the sewage system. Drain the filter again and refill with tank water. Put the filter back on-line.

That saves them buying more salt and solves the disposable problem.
