Right on....I would assume they backwash until the water in the sight glass runs clear.

Depending.....that could be a big or small W/C.

The exchange of SHMP's aquarium water "during the shrimp's time in the tank" is a given. It's a matter of how much. Could be only a little. And you can backwash a filter using city water. SHMP doesn't need to use aquarium water.

The bigger issue is WHAT HAPPENS TO THE AQUARIUM WATER BETWEEN HARVEST AND NEXT PL STOCKING? And...AFTER HOW MANY STOCKINGS DOES A SIGNIFICANT AMOUNT OF AQUARIUM WATER REQUIRE REPLACEMENT? ONE? TWO? THREE?

We're talking 1.5M gallons of salt water in the theoretical SHMP facility at any given time. Disposing of even a portion of that water away from marine location is potentially problematic (and another reason to use city water to backwash the filters). IIRC, discharge permits were an issue of that would-be facility in MN. Hmmmm. I wonder why.

And you want to be purchasing hundreds of thousands of gallons of water in LV?

This is the type of nuts and bolts issue that will determine if SHMP can successful. And it will take at 2 years to see. That would be 3 harvests from a single tank (I'll refer to them as "tanks" instead of aquariums when there's actually a chance that SHMP will SELL THE SHRIMP).
